Understanding the

 EVAP Program in Canada 

The Government of Canada has launched the Electric Vehicle Affordability Program (EVAP)*, replacing the former Incentives for Zero-Emission Vehicles Program (iZEV). As of February 16, 2026, eligible battery-electric vehicles (BEVs) qualify for up to $5,000 in federal incentives for the 2026 program year.  

Key eligibility requirements:  

 
  • The vehicle’s final transaction value must be $50,000 or less (before taxes). This includes MSRP, factory options, dealer accessories, and administrative fees. It does not include freight, extended warranties, winter tires, Level 2 chargers, insurance, financing or leasing costs, down payments or trade-ins, or government incentives or charges.

 

  • Vehicles must be manufactured in Canada or in a country with a Free Trade Agreement (FTA) with Canada. Vehicles manufactured in China are not eligible.  

 

  • Individuals are limited to one EVAP rebate over the five-year program period (2026–2031). Businesses and organizations may receive up to 10 rebates total.

 

  • The rebate applies to new vehicles only (demo vehicles with fewer than 10,000 km that have never been registered also qualify).  

 

  • Lease incentives are prorated by term length: 48+ months = full rebate, 36 months = 75%, and 24 months = 50%.

The EVAP program is scheduled to run until March 31, 2031, or until funding is exhausted. Incentive amounts are determined by the date the dealership submits the eligibility assessment, not the vehicle delivery date.

Is the $5,000 EV rebate still available?

Yes, up to $5,000 as a federal EV rebate is available in Canada under the Electric Vehicle Affordability Program (EVAP) for eligible battery-electric vehicle purchases or leases in 2026. However, the rebate amount maximum will decrease in future years — dropping to up to $4,000 in 2027 and further in subsequent years — so 2026 offers the maximum incentive possible. Program availability is subject to federal funding. 

How long does the EV rebate take? How is it applied?

The EVAP rebate is applied as an instant point-of-sale discount at the dealership, meaning it is deducted directly from the price of the vehicle at the time of purchase or lease. There is no separate application process for most buyers — the dealership submits an eligibility assessment to Transport Canada on your behalf.

Can federal and provincial EV rebates be combined?

Yes, in some provinces, Canadian EV buyers can stack federal EVAP incentives with provincial EV rebates, which can significantly reduce the total cost of a new electric vehicle. See the Provincial Incentives section below for details on rebates available in your province. 

Does the EVAP rebate apply to leases?

Yes, the EVAP rebate applies to both purchases and leases of eligible new electric vehicles. However, the rebate amount for leases is prorated based on the lease term: a lease of 48 months or longer qualifies for the full rebate, a 36-month lease receives 75%, and a 24-month lease receives 50% of the applicable incentive amount.

Can businesses get the EVAP rebate?

Yes, businesses and organizations in Canada are eligible for EVAP incentives. Businesses may receive up to 10 rebates over the five-year program period. Car-sharing organizations may receive up to 50 rebates per year. Organizations and businesses under common ownership (excluding publicly traded companies) are treated as a single entity for rebate limits.  

Are used EVs eligible for the EVAP rebate?

No, the EVAP rebate applies only to new electric vehicles that have never been previously registered. However, demo vehicles (used for test drives at dealerships) with fewer than 10,000 km on the odometer that have never been registered to a previous owner are eligible for the incentive.

Do I need to apply for the EVAP rebate myself?

No, in most cases the dealership handles the EVAP submission on your behalf. The rebate is applied directly to your transaction at the point of sale. The dealership submits an eligibility assessment through Transport Canada’s online portal.

EV Incentives Across Canada 

In addition to the federal EVAP incentive, several Canadian provinces offer their own electric vehicle rebates that can be combined (stacked) with the federal program. Below is a summary of provincial EV incentives currently available.
